About the Role

We are a Luxembourg-based company building a new digital platform that will be developed with a small internal team and external providers. Alongside this project, we manage a portfolio of grant-funded and internally driven projects with different technical and financial milestones.

We are looking for a Programme Manager to take ownership of two parallel workstreams: 50% on the platform development project, and 50% on our wider project portfolio, primarily grant-funded projects. This is a hands-on coordination role in fact you will be the person who keeps milestones moving, chases departments when deadlines slip, and ensures that what is reported to the senior management team matches what is actually happening.

As a Programme Manager, your key accountabilities will include:

Platform development (approximately 50%)

· Coordinate the day-to-day delivery of a 9-month beta platform, working with an internal Data Scientist and external development/security providers.

· Maintain the project plan, track milestones, dependencies and risks, and escalate blockers before they become delays.

· Act as the main point of contact for external partners and stakeholders, including the public entity client.

· Supervise the Data Scientist's work at a project level: challenge assumptions, ask where data comes from, question what is missing or unverified, and ensure deliverables are quality-checked before acceptance. You are not expected to write code or perform data analysis yourself.

· Ensure confidentiality and IP requirements are respected across all project activities.

Grant and portfolio management (approximately 50%)

· Track all active and pending grant projects against their technical and financial milestones.

· Coordinate with external partners for the project advancement.

· Coordinate with internal departments (technical, finance, operations, commercial) to ensure deliverables and reporting obligations are met on time.

· Prepare and consolidate progress updates, milestone evidence and financial tracking for senior management review.

· Proactively follow up with departments that are behind schedule.

· Maintain a single, reliable view of the portfolio in our project management tool.

Essential Knowledge, Skills and Personal Qualities:

1. English and French fluency (written and spoken). .

2. Proven experience managing publicly funded or grant-funded projects.

3. Strong practical use of project management tools.

4. Data literacy at supervision level. You do not need to code or perform analysis, but you must be able to read a data pipeline description, ask informed questions about data sources and limitations, and judge whether a deliverable is complete.

5. Experience coordinating multiple projects simultaneously, with the ability to prioritise and switch context between a fast-moving product delivery and longer-cycle compliance work.

6. Comfort with cross-departmental follow-up. This role requires chasing colleagues and external partners politely but persistently.

Useful to Have:

· Experience working on projects for public sector clients, with an understanding of compliance and confidentiality expectations.

· Familiarity with Luxembourg or EU funding programmes and their reporting requirements.

· Experience coordinating external providers (development agencies, cybersecurity vendors) alongside internal staff.

· Experience with product management or product ownership in a digital/software context
